The Chief Administrative Officer is the head municipal staff position with the Township. The position offers effective advice and support to Council in developing and implementing policy and strategy, and provides effective leadership to the management and staff of the Township.

A CAO directs the human, financial and physical resources of the Township to ensure directives of Council are carried out. Other responsibilities include communication with the Mayor, Council, administration, ratepayers, business, non-profit groups and government officials.

The Township Strategic Plan prepared in 2008 and updated in 2010 guides the overal direction of the municipality.  Of the 83 actions identified in the 2008 plan over 37% are finished or on their way to completion.  Council continues to work hard implementing its Plan.

The Clerks Department is responsible for the day to day services to Council, members of Council, and its committees with advice, support and administrative services. The Clerks Department is also responsible for Corporate Records Retention, Lottery Licensing, Freedom of Information Requests, Livestock Compensation Claims, Animal Control, Line Fence Disputes and Cemeteries.

The Clerks Department is responsible for receiving and reviewing applications and the issuing of Lottery Licenses in accordance with Alcohol and Gaming Commission of Ontario.

The Clerks Department is responsible for processing inquiries made under the Municipal Freedom of Information and Protection to Privacy Act.

Livestock Claims

On June 30th, 2011 the Wildlife Damage Compensation Program was announced and took effect on July 1st, 2011. The Ontario Wildlife Compensation Program provides financial assistance to producers whose livestock, poultry and honey bees have been damaged by wildlife. Under the program, producers are entitled to make claims to their local municipality for livestock losses attributable to attacks by wildlife species.

Where the owner of livestock or poultry discovers that any of the owner's livestock or poultry has been injured or killed and to the best of the owner's knowledge and belief such injury or death was caused by wildlife, the owner must contact the Clerks Office at 519-376-2729 within forty-eight (48) hours of discovering the injury or death. The Clerk will immediately notify the municipal livestock valuer.

The livestock valuer will make and complete a full investigation within three (3) days of receiving the notification from the Clerk. When conducting an investigation, the valuer will record such evidence, including the taking of photographs and/or video, that is reasonably necessary to allow another person to review the evidence and make a conclusion as to whether wildlife caused the injury or death to the livestock or poultry. The valuer will make a report in writing within ten (10) business days after receiving notification an dprovide to the Clerk for review.

The owner of the livestock or poultry cannot destroy or dispose of or permit to be destroyed or disposed of the carcass of any livestock or poultry reported killed until the valuer has seen the carcass and agrees that the carcasses can be destroyed or disposed (with the exception that an owner is requird to dispose of the livestock or poultry because of the requirements set out under Ontario Regulation 106/09).

If the valuer determines that the damage was caused by a dog that is not habitually kept on the premises of the owner of livestock or poultry,, the owner is not eligible for compensation through this program. If the damage is caused by dogs, the process set out in the Protection of Livestock and Poultry from Dogs Act shall be followed. In this regard if you have a killed or injured animal as a result of a dog attack, contact the Clerks office.

 Planning

The Clerks Department is now responsible for planning in the Township of Georgian Bluffs. The Clerks Department is responsible for the review of proposed changes to the use of land as permitted by Provincial policy, County policy, or Township policy. The Intermediate Planner administers the Comprehensive Zoning Bylaw and assists property owners in their development plans. The duties include reviewing, researching and updating Council on provincial and local planning initiatives, changes in planning policy, managing development applications to alter land use and generally all matters related to land use and development.

Please keep in mind that Township Planning may be affected to a large extent by the policies of the Provincial Government through Provincial Policy Statements (PPS), Niagara Escarpment Plan (NEP), various legislation and regulations. It is also affected by County policy, through the County Official Plan.

For complex zoning and or severance inquiries, we request that you fill out a request form that you may obtain at the Municipal office by contacting reception or on the forms section of this website. The Township Bylaw and Sarawak Official Plan are available for review in the municipal office any time during regular working hours.

Planner Clinton Stredwick who is filling in for Intermediate Planner Jenn Burnett who is on a one year leave of absence is available to help answer questions or review proposals prior to submission of your application. Clinton can be reached at 519-376-2729 Ext 242.
